Minor Cultures

Make cultures that spread across regions ‘Prominent Cultures’ and then introduce a way to create other smaller or minor cultures that don’t have a region or location but still exist in the world. The idea is to allow NPCs to a cultural background from all the races not just those in the prominent cultures.
