'Ruler' Updates

Set the ruler of a kingdom to be in located in that kingdom upon generation. Fix the Apophenic Connections when generating a new kingdom or a new settlement so the ruler connections are set correctly. Rulers now match the kingdom or settlement moral and motive 80% of the time.
